23.  B is the correct answer.  HSP is a vasculitis that typically comes after a respiratory infection.  It is a vasculitis that can cause blood an protein in the urine.  It can also cause renal problems so that needs to be monitored.  Scabies is incorrect because the rash does not look like that and will not give you fever, abdominal pain, joint pain, or blood/protein in the urine.  Meningococcemia can give you a petechial rash but will not cause abdominal pain or joint pain or swelling.  Rocky Mountain Spotted Fever does not give you a purple rash like seen in the picture.
